The use of role-playing (“active learning”) as a teaching tool has been reported in areas as diverse as social psychology, history and analytical chemistry. Its use as a tool in the teaching of engineering ethics and professionalism is also not new, but the approach develops new perspectives when used in a college class of exceptionally wide cultural diversity. York University is a large urban university (40,000 undergraduates) that draws its enrolment primarily from the Greater Toronto Area, arguably one of the (...) most culturally diverse cities in the world, embracing the largest percentage of Canada’s immigration. Among the area’s five million inhabitants, 50% identify themselves as a visible minority born outside Canada, while over 100 languages and dialects are spoken daily. Although students admitted from this international pool have usually been exposed to western attitudes during secondary education and are rapidly assimilated into Canadian culture, responses to specific ethical issues are strongly influenced by their prior culture. Two and three-part scripts for case studies based on NSF or original scenarios were written to illustrate issues such as gifts, attitudes towards women and ethnic minorities, conflict of interest, whistle-blowing, sexual harassment, individual rights, privacy, environment, intellectual property, and others. Following the presentation, the actors lead group discussion based on previously specified questions. Once the initial shyness and reluctance of some cultures has been overcome through the building of rapport, students have written original scripts based on hypothetical or prior personal situations. The method is now being adopted in a short course format to assist the professional integration of foreign trained engineers. (shrink)

Scientific editors’ policies, including peer review, are based mainly on tradition and belief. Do they actually achieve their desired effects, the selection of the best manuscripts and improvement of those published? Editorial decisions have important consequences—to investigators, the scientific community, and all who might benefit from correct information or be harmed by misleading research results. These decisions should be judged not just by intentions of reviewers and editors but also by the actual consequences of their actions. A small but growing (...) number of studies has put editorial policies to a strong scientific test. In a randomized, controlled trial. blinding reviewers to author and institution was usually successful and improved the quality of reviews. Two studies have shown that, contrary to conventional wisdom, reviewers early in their careers give better reviews than senior reviewers. Many studies have shown low agreement between reviewers but there is disagreement about whether this represents a failing of peer review or the expected and valuable effect of choosing reviewers with complementary expertise. In a study of whether manuscripts are improved by peer review and editing, articles published in Annals of Internal Medicine were improved in 33 of 34 dimensions of reporting quality, but published articles still had room for improvement. Because of the central place of peer review in the scientific community and the resources it requires, more studies are needed to define what it does and does not accomplish. (shrink)

The publication in 1957 of the Wolfenden Report occasioned a celebrated controversy in which profound theoretical issues concerning the relation between law and morality, and the legal enforcement of morality were discussed. The principal disputants were Lord Justice Devlin and Professor H. L. A. Hart. It is by now well known that the main recommendation of the Wolfenden Report was the reform of the criminal law so that homosexual behaviour in private between consenting male adults should no longer be (...) a criminal offence. As homosexual behaviour in Christendom was at the outset punishable in the ecclesiastical courts, and subsequently, with the demise of the ecclesiastical courts, in the secular courts, the Wolfenden recommendation on homosexuality marked a major departure from the prevailing state of affairs in which the precepts of Christian morality, especially relating to sexual morals, were at first enforced by the ecclesiastical courts, and then by the secular courts. At the beginning of his inquiry, Koch identifies two primary modes of human experience: solitude, the core definition of which is social disengagement, and encounter, that is to say, interaction with others. Both are essential for human completion; indeed, the inescapable link between solitude and encounter is illustrated in the book’s full title, which contains both words. Still, in today’s society solitude is probably less understood and appreciated than encounter, for we tend to stress the supposed primacy of relationships and bonds. Calling himself a partisan of solitude, Koch sets out to correct the imbalance he discerns between solitude and encounter by focusing on how solitude (different, he insists, from loneliness, isolation, privacy, or alienation) contributes to our physical, moral, and emotional well-being.Koch is a philosopher; he defines his terms and then, as he moves along, makes subtle distinctions in his original definitions, rendering each term ever more precise and accurate. Professor Boring is best known for his work in the history of psychology and for good reason: his History of Experimental Psychology and his Sensation and Perception in the History of Experimental Psychology are truly impressive works. However, he has also written numerous articles in the philosophy of science, the psychology of scientific discovery, and the sociology of scientific production, but unfortunately this material has not heretofore been readily accessible. This deficiency, however, has been corrected efficiently by the recent (...) publication of Boring's History, Psychology, and Science: Selected Papers, edited by Robert I. Watson and Donald T. Campbell. The essays in this book represent the whole range of Boring's interests and make essential reading for any serious student of the philosophy of science. Of especial value to philosophers are the essays listed under the titles “The Scientific Method” and “The Mind-Body Problem.” Since the groupings overlap, however, the following essays in other categories are also crucial: “The Nature and History of Experimental Control,” “William James and the Psychology of the Present,” and “The Influence of Evolutionary Theory Upon American Psychological Thought.” All of these essays are interesting but the ones on operationism and theory in psychology, and the one on evolutionary notions in American psychology, are classics and worth very careful consideration and comment. Tocqueville pessimistically predicted that liberty and equality would be incompatible ideas. Robert Dahl, author of the classic _A Preface to Democratic Theory,_ explores this alleged conflict, particularly in modern American society where differences in ownership and control of corporate enterprises create inequalities in resources among Americans that in turn generate inequality among them as citizens. Arguing that Americans have misconceived the relation between democracy, private property, and the economic order, the author contends that we can achieve a society of (...) real democracy and political equality without sacrificing liberty by extending democratic principles into the economic order. Although enterprise control by workers violates many conventional political and ideological assumptions of corporate capitalism as well as of state socialism. Dahl presents an empirically informed and philosophically acute defense of "workplace democracy." He argues, in the light of experiences here and abroad, that an economic system of worker-owned and worker-controlled enterprises could provide a much better foundation for democracy, political equality, and liberty than does our present system of corporate capitalism. Necessary-condition analyses of singular causal claims are particularly vulnerable to cases of linked overdetermination, so named because the nonoperation of the back-up factor (in fail-safe cases) or the preempted factor (in preemptive cases) is linked to the operation of the actual cause. As an example J. L. Mackie's analysis is here challenged with a simple switch-light case. Three replies are considered, a facts-vs.-events reply, a different-effect reply, and an in-the-circumstances reply. All are found deficient.

This essay explores the ways in which economic policy might promote peace. It begins by considering what conditions are essential to a peaceful community. Here, I draw on the varied tradition that equates peace with human development. Such a conception is explicitly articulated in the writings collectively known as Catholic Social Thought (CST). It can also be clearly inferred from other quarters, for example, in the writings of the economist Amartya Sen (1999), the Dalai Lama (1999), and in various United (...) Nations Human Development Program reports. Do current economic arrangements support human development and, hence, peace? Working-memory retention as activated long-term memory fails to capture orchestrated processing and storage, the hallmark of the concept of working memory. The event-related potential (ERP) data are compatible with working memory as a mental workspace that holds and manipulates information on line, which is distinct from long-term memory, and deals with the products of activated traces from stored knowledge.

Vulnerabilities often characterize the availability of immigrant populations of interest in social behavioral science, public health, and medical research. Refugees, asylum seekers, and undocumented immigrants present unique vulnerabilities relevant to protocol development as well as ethics review procedures and criteria. This paper describes vulnerable populations in relation to the Belmont Report and US federal regulations for the protection of human subjects, both of which are commonly used in international research contexts. It argues for safeguards for immigrants comparable to protections for (...) such populations as pregnant women, prisoners, and children. Robert Myers presents an original moral theory which charts a course between the extremes of consequentialism and contractualism, portraying morality not simply as a matter of promoting the overall good but rather as a matter of cooperating in its promotion. This gives him answers to two of the most vexing questions in moral philosophy: how can increasing general welfare and respecting individual rights be equally fundamental features of moral activity, and what gives morality's demands their special character of inescapability?

Rapid advances in biomedicine, accompanied by changing social values, are thrusting bioethical decision making into the political spectrum. This article examines the forces which are politicizing bioethical decisions and demonstrates the challenges they raise. It also presents an overview of the current political context and concludes that American political institutions and processes are not well-suited for dealing with these intense, sensitive bioethical issues. Although the article reflects skepticism concerning the ability of the political system to fulfill the expansive demands confronting (...) it, it ends by suggesting several potential adaptations which should make the process more responsive and the institution's actions more effectual. Glenberg focuses on conceptualizations that change from moment to moment, yet he dismisses the concept of working memory (sect. 4.3), which offers an account of temporary storage and on-line cognition. This commentary questions whether Glenberg's account adequately caters for observations of consistent data patterns in temporary storage of verbal and visuospatial information in healthy adults and in brain-damaged patients with deficits in temporary retention.
